Artificial intelligence is creating new possibilities for public services, while also changing how public organisations work, make decisions and interact with citizens, suppliers and technology providers.

AI is developing rapidly, and its implications cannot all be anticipated in advance. New capabilities continue to emerge, while some opportunities, risks and limitations only become visible when systems are used in practice.

Public administrations therefore need the capabilities to assess, design, procure, govern and use AI responsibly – and to learn and adjust as its use evolves. This requires sufficient expertise and organisational capacity not simply to adopt AI, but to shape how it is introduced and used.

Building that capacity requires a critical socio-technical perspective: considering AI together with organisational structures, professional roles, ways of working, public values and democratic accountability. Responsible AI therefore involves both governing the technology and adapting public organisations themselves as its role develops.
